Directorate of Clinical Services & Training

The statutory activity of the Directorate is to coordinate the affairs of all Clinical and Training activities in LASUTH.Some of these functions are.

•  Monitoring of the operations of the respective Departments and clinics.

•  Monitoring patients complaints and generally assess Medical Services on a continuous basis through the activities of the Monitoring Crew.

•  Identifying the training needs of the various departments;

•  Organizing Training Course and Seminars for all categories of staff;

•  Coordination of Residency Training in LASUTH;

•  Coordinating and monitoring the activities of House Officers, Interns, Students on SIWES programme and Research students;

•  Liaising with Medical Professional Bodies viz – NPMCN, WACS, WACP, etc particularly for accreditation purposes.

•  Preparation for and coordination of Accreditation visitation;

•  Secretarial support for the following Committees:

•  Medical Advisory Committee

•  Research and Ethics Committee

•  Infection Control Committee

•  Residency Training Committee

•  Hospital Quality Assurance Committee

•  Continuing Medical Education Committee (CME).

TRAINING

The Directorate is responsible for developing, coordinating and organizing training programme in LASUTH. This is sometimes done in concert with qualified Resource Persons within and outside the Health Sector as required.

The Directorate is also responsible for the assessment of training proposals from Resource Persons to determine the suitability for LASUTH's staff.

Proper documentation of training programmes executed by LASUTH and other professional bodies, overseas training programme etc.

The Schedule Officer is also responsible for the preparation of submission for the monetary claims of staff who had participated in various training programmes to the CMD for approval.

HOUSE OFFICERS POSTING.

House Officers posted to LASUTH from the Health Services Commission (HSC) report to the Directorate where they are given their schedule of rotational posting to the four (4) core Clinical Departments. Each posting lasts a period of twelve (12) weeks. The House Officers are monitored throughout their postings and are mandated to submit clearance forms duly signed by the Head of each of the Core Clinical Department at the end of each posting to indicate that they have completed the postings and have no extension which they must serve at the end of all four (4) rotations.

At the end of the housemanship programme, the DCST recommends the house officers for endorsement of the MDCN forms by the CMD on presentation of Clearance forms from the Heads of Departments and the Administrative. Officer in charge of the House Officers Hostel.

INTERNSHIP PROGRAMMES.

The Directorate coordinates internship programmes for Radiographers, Pharmacy, Physiotherapy and Laboratory Interns within the premises. They are issued letters of posting from the Directorate and submissions for their allowances (where applicable) are prepared and sent to the CMD for approval after submission of monthly clearance forms (duly endorsed by the HOD of the concerned department) to the schedule officer in the Directorate.

SIWES PROGRAMME

Students who are to undergo SIWES Programme are sent to LASUTH from the Management Services and Reforms Office (MSRO), Alausa. The Schedule Officer for this brief coordinates the activities of the Industrial Attachee in the relevant departments and liaises with the MSRO and the Departments in order to ensure that students undergoing relevant courses and the right number are posted to LASUTH for adequate training and supervision.

MEDICAL ADVISORY COMMITTEE (MAC)

The MAC was formerly inaugurated on Thursday 23 rd May 2002 and it comprises

the DCST as the Chairman and the Heads of all the Clinical Departments (including the Physiotherapy Department) as well as Representatives of the Association of Resident Doctors (ARD), National Association of Nigerian Nurses and Midwives (NANNM), the Apex Chief Nursing Officer, Heads of Pharmaceutical Services and Health Information Management (Medical Records) and an Administrative Officer who acts as Secretary.

The Committee meets on the first Thursday of every month and has the following terms of reference:

•  To advise the CMD on training and clinical / professional matters,

•  To serve as a ‘think tank' for the CMD in the discharged of his duties and is therefore mandated to forward minutes of its deliberation to the CMD;

•  The committee is not expected to be saddled with Trade Union activities.

Quorum is fixed as two thirds attendance of constituted members (23).

RESIDENCY TRAINING COMMITTEE (RTC)

This is the body responsible for the formulation of policy, coordination, financing and development of the Residency Training Programme in LASUTH.

It is composed of the Director, Clinical Services and Training as Chairman, Residency Training Coordinators in all Clinical Departments, Director of Administration, Director of Accounts and a representative of the Association of Resident Doctors (LASUTH Chapter), and an Administrative Officer who is the Secretary.

Each Department has a Programme Director (HOD) and a Training Coordinator who is responsible for the coordination of the programme in his department and is a member of the RTC. The Programme Director is responsible for the annual assessments of each Resident in his department, and all requests for sponsorship must be routed through him to the DCST for consideration.

The RTC in collaboration with the concerned departments is also responsible for the conduction of written or oral interview of applicants into the Residency Programme.

RESEARCH AND ETHICS (R&E) COMMITTEE

This committee was inaugurated in 2003 and is made up of five (5) members, with an Administrative Officer from the Directorate as the Secretary. It is worthy of note that the Committee had since inauguration attended to request from students and researchers from within and outside Nigeria.

The primary functions of the Committee include:

•  Scrutinizing the research papers submitted to LASUTH with the aim

of meeting ethical requirements of the research proposal.

•  Assisting researchers in giving relevant information / data collection and other patient information on their field of interest.

Presently, all research proposals are forwarded to the Committee Chairman, Prof. Ogundipe, who goes through the documents and approves on behalf of the Committee. The responses are then conveyed to the Researcher through the Directorate (schedule officer) for further action.

THE CONTINUING MEDICAL EDUCATION (CME) PROGRAMME

In pursuit of excellence in service delivery, LASUTH has a robust and dynamic human capital development programme. The Continuing Medical Education Programme is aimed at continuous improvement of the quality of services rendered. This mandate is executed by CME Committee under the Chairmanship of Dr. (Mrs.) Akinola with overall supervision by the DCST.

Some of the statutory educational programmes schedules in LASUTH are

1. Mandatory Departmental Weekly Education Activity takes place every

Wednesday between 10am and 12.00 noon for Case Presentation and Review.

  1. Monthly Mortality / Morbidity Review Meeting: Medical Audit aimed at improved service delivery.
  2. Quarterly Grand Round where resource persons are invited from within and outside. Contemporary and relevant topics are discussed at such forum.
  3. The CME committee also organizes workshops and seminars as update programmes.
